Several members of a network working in connection with India’s Research and Analysis Wing to carry out terrori activities have been arrested in Pakistan, according to the Counter-Terrorism Department.
Addressing the media in Karachi, Additional IG Azad Khan said that Abdul Rehman, an innocent man was murdered in Badin on May 18, 2025, by the network. He added that the victim was involved in welfare activities for the local community. CCTV footage from the incident showed that there were three men involved in the murder. He added that Indian media had ‘celebrated’ the murder immediately, claiming that an enemy of India had been targeted.
Khan said that CTD and federal intelligence agencies launched an investigation, arresting four people on July 8. The arrested men included Umair Asghar, Sajjad, Ubaid and Shakeel. Investigation showed that the four individuals were linked to RAW.
The mastermind of the operation was a RAW agent living in the gulf identified as Sanjay Sanjeev Kumar alias ‘Fouji’, Khan added.
Investigation further revealed that Sanjay had paid a hefty amount of money to hire Salman, a resident of Sheikhupura, who had arrived through Karachi Airport on May 12 and made his way to Hyderabad, where the four men met him.
The men then planned the operation in Badin. Umair and Salma stayed behind in the hotel while the other three carried out the attack. Sanjay was reportedly in constant contact during the operation. After the murder, Salman made his way to the Gulf via Karachi Airport, eventually fleeing to Nepal.
Cracking down on the operation’s money trail, CTD arrested Arsalan, Talha and Umair in August. The 9mm pistols and motorcycle used in the incident have also been recovered.
It has also been found that RAW used a ‘separatist organisation’ to abet the crime. However, this aspect is under further investigation.
The Additional IG said that this sort of extra-territorial murder is classified as state-sponsored terrorism under international law. He added that CTD has also found the Indian passport and other documents belonging to Sanjay Sanjeev Kumar, to prove his identity.
