Govt moves to deport Afghan refugees holding PoR cards

The federal government has announced a large-scale repatriation operation targeting individuals whose Proof of Registration (PoR) cards expired on June 30th, 2025.

The Ministry of Interior and Narcotics Control issued a repatriation/deportation order invoking sections of the Foreigners Act, 1946, to authorize the arrest, detention, and deportation of these individuals.

The order cites the implementation of the Illegal Foreigners Repatriation Plan approved by the Federal Government. The expiration of the PoR cards renders the continued stay of those holding them unlawful.

Authorities including District Administration, Police, Prosecution, and Jail Administration have been empowered to take the necessary measures.The order specifically addresses those foreigners currently under trial or serving sentences under Section 14B of the Foreigners Act, 1946.

However, it stipulates that repatriation will not apply to individuals facing charges or serving sentences for offenses outside the scope of the Foreigners Act.

Meanwhile, Afghan citizens with valid visas will be allowed to stay in Pakistan.
