The federal government has issued a clarification regarding the recently reorganized Federal Constabulary (FC), formerly known as the Frontier Constabulary. The government emphasizes that the FC is not a federal police force, despite its restructuring. The transformation, enacted through the Frontier Constabulary (Re-organisation) Ordinance, 2025, focuses solely on improving the force’s command structure and operational efficiency.
Minister of State for Interior Talal Chaudhry said in a press conference on Monday, that the FC will retain its identity and will continue to operate under the federal government, functioning similarly to other law enforcement agencies. He highlighted that recruitment will be nationwide and that the restructuring mirrors the organizational models of the Rangers and police.
“This ordinance has been made with great caution, its name has been changed, and a program to restructure it has been developed. This force is also meant for internal and national security, and its budget will not be a liability on any province. The entire budget for this force will be provided by the federal government,” Chaudhry said.
The ordinance, passed via presidential order due to parliament’s recess, will be presented for debate and discussion upon parliament’s resumption. The province utilizing the FC’s services will determine the extent of its powers within that province.
FC Commandant Riaz Nazir Gara detailed the restructuring, revealing a 41-wing organization. 36 wings will comprise the Security Division, encompassing existing FC personnel. The remaining six wings will form the Federal Reserve Division, with five dedicated to riot support and one for the special protection of key installations. The restructuring aims to enhance the command structure, meet operational needs, boost morale, and create internal divisions within the FC.
The ordinance grants the FC powers under various laws, including the Code of Criminal Procedure, 1898, the Anti-Terrorism Act, 1997, and the Police Order, 2002. The federal government can also assign additional powers to FC members as needed. The FC is now authorized to establish regional headquarters, subject to federal government approval, for improved command and control. The Federal Reserve Division will be a multi-ethnic force, aiming for diverse representation from across Pakistan’s regions.
