Terror Network Uncovered in Islamabad Attack, Four Culprits in Custody: Tarar

Federal Information Minister Attaullah Tarar, during a press conference in Islamabad regarding the 11 November suicide attack at the district court, announced a significant development. He said that the Intelligence Bureau (IB) and Counter-Terrorism Department (CTD) had arrested four key suspects within 48 hours of the attack.

According to Attaullah Tarar, the arrested individuals are Sajidullah alias Shina, Kamran Khan, Muhammad Zali, and Shah Munir.

The Minister revealed that Sajidullah alias Shina had brought the suicide bomber and the explosive jacket. He joined Tehreek-e-Taliban Afghanistan (TTA) in 2015 and received training at various camps in Afghanistan.

He added that the terrorists’ main targets were high-security areas in Rawalpindi and Islamabad. However, the suicide bomber could not reach these sites and instead attacked the first available location in the outskirts of Islamabad. The Minister expressed gratitude that the country was saved from a major disaster.

Planning for the Islamabad district court attack was reportedly carried out by Fitna al-Khawarij and TTP chief Noor Wali Mehsud through their commander Dadullah, who is currently in Afghanistan.

Meetings and Orders in Afghanistan

Attaullah Tarar explained that in August 2025, Sajidullah alias Shina and Muhammad Zali travelled to Afghanistan, where they met Dadullah to plan the suicide attack. The Minister said the suspects also met Fitna al-Khawarij operative Abdullah Jan alias Abu Hamza in the Shegal district before proceeding to Kabul for a meeting with Dadullah.

Dadullah conveyed Noor Wali Mehsud’s orders regarding the suicide attack in Rawalpindi and Islamabad.

According to the Minister, Sajidullah and Dadullah stayed in contact through a mobile application. After returning to Pakistan, Sajidullah met the suicide bomber, Usman Shinwari, a resident of Nangarhar province in Afghanistan. Usman was provided with the explosive jacket and all necessary materials, and he carried out the suicide attack in G-11, Islamabad.

Attaullah Tarar praised the Intelligence Bureau and CTD for their swift and effective response, noting that they arrested the key suspects within 48 hours and successfully uncovered the entire terrorist network.
